AI activity is not AI progress
An organisation can use more AI every year without its position changing at all. The gap between activity and impact is the most common failure in AI adoption — and it is a measurement problem before it is a technology problem.

Ownership without decision rights is not ownership
Naming someone responsible for AI is not the same as giving AI an owner. If the named person cannot influence investment, priorities or risk limits, they are coordinating — and no one is accountable for the whole.
